I'm designing a project that uses a GSM Modem (Falcom A2D) and a
microcontroller to switch a relay based on the CLID of the calling
party.

AFAIUI, issuing the command AT+CHUP would reject the call without
charging the caller however, during testing, this appears not to be
the case as the calling mobile is charged every time.

Both the GSM modem and the mobile I'm using for testing are on
Vodafone (UK) PAYG.

Is this normal behaviour or is there something I'm missing?

Sorry, scratch that. AT+CHUP doesn't work in this situation but ATH
does.
