I have a quad-band GSM Motorola V195S cell phone. All my contacts are
stored on the current SIM card. I am now traveling to another country
and will purchase a SIM card from the local telco. How do I transfer
all my contacts information from one SIM card to the other?

Don't know about Motorola; however bear in mind that the SIM normally
only contains the name and phone numbers fields, not other info.

I have the same phone...

Phone book / menu / Copy... / Multiple to Phone

You then have to select each contact and then you can copy them to the
phone.

Once in the phone the contacts will be available when you use the foreign
SIM.

If you really want the numbers to be on that other SIM then you can use
the "Multiple to SIM" option to copy them from the phone to the SIM.

There used to be USB- and RS-232-based SIM card reader/writers
for the Wintel context. If you can find one of these, plop the
old SIM card into it, copy everything you want to a TEMP folder,
then plop the new SIM card in and copy everything back out again.

Or, if you're lucky, the V195S may allow doing that all via IR,
bluetooth, or dedicated data cable.

What about copying all the contacts to the phone, then from there cop
it to the new sim card. I am assuming your phone is unlocked of course
